On March 26, 2026, the California Coalition for Women Prisoners (CCWP) and the Policy Advocacy Clinic at UC Berkeley Law issued a comprehensive report— ”No Time to Wait ” —on the dire living conditions and need for release of the 740 elders in CA’s two women’s prisons, Central California Women’s Facility in Chowchilla and the California Institution for Women in Corona. We have since had two additional, unnecessary deaths of women incarcerated at CIW: Tamara Hinkle (age 49), who served over 30 years on a Life Without Parole sentence; and Elizabeth "Betty" Broderick (age 78), who served over 22 years.

This loss of life is preventable. We must strengthen and expand release pathways for people in women's prisons, including via Elderly Parole.

As your constituent I urge you to support California’s Elderly Parole program, which is unjustly under attack. The out-of-control budget of the CA Department of Corrections and Rehabilitation and the crisis of elders languishing in prison affects us all. As the state faces drastic cuts to vital services, legislators must prioritize lowering the prison population, closing prisons and redirecting funds to community-based resources. This past March, the CA Coalition for Women Prisoners released a report with the UC Berkeley Law Policy Advocacy Clinic called “No Time to Wait: The Case for Releasing Elders from CA Women’s Prisons” (bit.ly/notimereport). Since its release, two more women have tragically died inside the California Institution for Women. Tamara and Betty should still be here. Betty worked on the report directly, and coined the term “Death by Denials” to describe the deadly impact of senseless parole denials. Betty warned us she was “running out of time.” Both women spent decades preparing themselves to come home and making our communities safer inside and out. Please stand up for Elderly Parole and oppose these pending bills: AB 2727 (Nguyen) SB 1446 (Senate Public Safety Committee) This crucial program should be expanded, not undermined.
